Will the FDA Conduct Large-Scale Layoffs? Check out the voting results!

Recently, the FBI’s large-scale layoffs have attracted widespread attention. According to several major U.S. media outlets, the FBI initiated a major downsizing plan on January 31, 2025, with many employees receiving resignation notices without any prior warning. This event not only reflects the deep impact of the Trump administration on federal agencies but also raises public concerns about government decision-making transparency and institutional stability.

This news is shocking! It was hard to imagine that the FBI would ever go through a mass layoff. It naturally makes one think of another key U.S. agency—the FDA.

In recent times, the FDA has seen a wave of high-level officials leaving the agency. Guideview published an article highlighting the departure of several senior FDA officials, including Dr. Calvazoni, the Director of CDER. These departures have sparked speculation about the future development of the FDA.

The FDA’s wave of departures is not entirely surprising. In 2024, the agency faced a backlog of inspections and saw senior inspectors leaving. Part of the reason is that long-time inspectors found new remote work opportunities, leaving gaps in the FDA’s regulatory efforts. Additionally, in January 2025, the FDA released several new guidance documents, covering AI applications, expedited approvals, and more, which might also reflect internal adjustments and changes within the agency.

Despite the departure of officials, the FDA’s positive progress in new drug approvals and regulatory policies indicates that it will continue to play a significant role in the global pharmaceutical sector. In 2024, the FDA approved 54 new therapies and vaccines, with nearly two-thirds coming from biotechnology companies.

Looking ahead to 2025, the FDA is expected to continue driving the global pharmaceutical industry’s development in the following areas:

  • Accelerated Approval of Innovative Therapies: The FDA will keep pushing for expedited approval processes, particularly for rare diseases and oncology. For example, Moderna’s mRNA-4157 combined with Keytruda is expected to become the first personalized cancer vaccine.
  • Artificial Intelligence Applications: The FDA released guidance on the regulatory use of AI in drug development, proposing a “risk-based credibility assessment framework” to help pharmaceutical companies verify the reliability of AI model outputs.
  • Integration of Real-World Evidence (RWE): By 2025, pharmaceutical companies will increasingly use RWE to support regulatory submissions, speeding up approvals and enhancing post-market safety monitoring.
  • Personalized Medicine and Companion Diagnostics: The FDA will provide clearer pathways for approving both personalized treatments and companion diagnostics simultaneously to ensure accuracy and safety.
  • Global Regulatory Coordination: Through initiatives like the International Council for Harmonisation (ICH), the FDA will continue to promote global regulatory coordination and simplify cross-regional regulatory processes.

Now, back to the original question: Will the FDA conduct large-scale layoffs?
